a client batch program that is having CICS link program (server program) that does the file closing opening, program set to new.
You want to do the equivalent of an XC LINK from a batch program into CICS. As you mention, EXCI is the protocol used for this communication. Take a look at one of my SupportPacs that gives a Rexxy way of doing this is to gain an idea of the design required and a Rexx Exec that can prototype the access. The EXCI Interface is documented in the CICS External Interfaces Guide.
