It's difficult to say without more info. However, I suspect that this slow down could be caused either by the number of CI/CA splits that have occurred (essentially, a file fragmentation/size problem) or that the access pattern to the file requires more buffers than you have available. Putting the file in a CMDT will speed things up but I'd suggest looking at the VSAM stats first.
