The short answer is Yes : you can use MVS Workload Manager facilities to define goals for individual CICS regions (based on the APPLID of the region, which maps to the SI entry) as long as you setup the required Classification rules via ISPF.
The CICS Performance Guide has some info on this, as does all the z/OS documentation for the Workload Manager.
