Steps to securing a new Linux system

What steps do I need to take to secure a new Linux system, and in what order?
The most basic hardening procedure involves:
  1. removing the unnecessary applications and services
  2. patching
  3. deploying a host firewall
  4. increasing system logging
  5. then installing an integrity checking application (such as Tripwire)
