I had a jolly old time wandering through long-forgotten MVS manuals to refresh my knowledge of how z/OS handles WTOs....and it appears to be exactly the same as it always was.
Consequently, you can only WTO a line of text without any highlighting or extended colour/underlining going on. How it is presented at the operator Console will depends on the DESC number and the Console settings (D MPF) - but the important thing is that an application program cannot supply anything other than normal text.
