Hardening Linux and managing passwords

I'm new to SuSE Linux. What is the best way to harden the system and what is the best program to use for ID creation/deletion and for password resets?
One can use Bastille Linux to harden SuSE as well as other Linux flavors. To the best of my knowledge, there is no standard way to manage passwords across Linux systems. There are both commercial and open source tools to do that (just Google for them or search on SourceForge). And, there is always a good old command line and "vi /etc/passwd" as a last resort.
