The patents for PDF processing are - as far as I know - owned by Adobe. Thus, any programatic bit of function would have to be - at least - licenced from Adobe. I would, expect, therefore, that Adobe would provide/knowabout a Distiller-equivalent for a MVS environment if it is available. I cound not find any reference to this on the Adobe WebSite, so I guess it does not exist.
You should contact Adobe to persue this matter.
